Cossack was a port through which many Chinese workers were imported under contract from Singapore. As in an earlier period in the eastern colonies the cessation of convict transportation (1868) lead to a search for alternative cheap labour. The reference below to "ticket-men" is telling.
The inhabitants here are of opinion that some poll tax should be levied on Chinamen coming to this port, as it is a fact that there are very few imported to this place save those who are dragged up in the Chinese prisons. Surely we can do without such labor as this, and if the Government officials and our squatters fancy we cannot let them select a better class of men. A man cannot feel himself safe with a few dozen of Chinese ticket-men knocking about him. Our resident is particularly fond of Chinese, but perhaps he will alter his mind from this and use justice towards them.
