The Aboriginals Protection and Restriction of the Sale of Opium Act was not only intended to discriminate against and control Indigenous Australians but to also restrict their contact with Chinese Australians. Opium sales being only one of the restrictions with denial of permits to employ Aboriginal people being another.

Provided that no such permit shall be granted to any alien of the Chinese race.
